Search this market, not this county
The Census places Howard County in the Hot Springs, AR commuting zone — the area people living here actually travel to work across. That is your real search radius for employers, colleges, training providers and apprenticeship sponsors, and it is almost always wider than the county line.
What Howard County runs on
The USDA classifies Howard County as manufacturing-dependent, so the employers here are largely suppliers, fabrication and light industrial firms. Every one of those operations runs on systems somebody maintains — scheduling, dispatch, inventory, sensors, payroll, compliance, security. In a county like this the first rung is usually keeping something already here running rather than waiting for a software employer. That is a genuine technical career rather than a consolation prize.
What the USDA records about Howard County
Population loss — fewer people live here than at each of the two previous censuses. School consolidation follows population loss, and a consolidated school with one science teacher does not add a computer science course by choosing to.

Why the STEM number cannot tell you where the ladder is
| Who is counting | "STEM workforce" | What is inside it |
|---|---|---|
| NSF NCSES | 35,930,326 | S&E, S&E-related (health, S&E managers, K-12 science teachers, technicians) and STEM middle-skill |
| BLS, broad SOCPC option | 20,700,000 | Health subdomain alone is 10,097,370 — 48.8% of it |
| BLS Employment Projections | 10,910,500 | No health, no social science, postsecondary teaching only |
| Core technical: computing + engineering + science | 9,350,500 | BLS major groups 15-0000, 17-0000 and 19-0000 |
The Congressional Research Service puts it plainly: "Most experts agree that there is no authoritative definition," and estimates of this workforce have "ranged from approximately 6 million to more than 21 million depending on the definition used."
Registered nurses are 3,379,720 people and about 9% of NSF's entire STEM workforce — software developers are 5%. And a high school chemistry teacher is inside NSF's STEM workforce, as an "S&E precollege teacher," while BLS counts only 662,890 postsecondary STEM teaching jobs and does not address K-12 at all. Same teacher, same classroom, in one federal agency's count and not the other's.
Nursing and teaching are essential work, and both have a home on this site. A figure that swings by thirty million depending on who is asked simply cannot tell a sixteen-year-old where to aim.
And here is the one most likely to be the reader's actual situation. Computer user support specialists, the help desk, are 750,600 people at a median of $61,860. That is 13.6% of the entire computer and mathematical occupation group, paid 43% below that group's own median of $109,280 — and counted inside every BLS STEM definition there is.
So "I work in STEM" and "I am on the technical ladder" are not the same sentence. The help desk is a real job and a legitimate first rung. What follows is the rest of the ladder.

A local workforce board covers this county — every county in the United States is covered by one. Find the American Job Center for your ZIP through CareerOneStop, book an intake appointment, and ask by name for the Eligible Training Provider List. What is on that list is what they will pay for, and WIOA pays the provider directly rather than lending to you.
Community college admission is open enrollment too, so nobody here with a high school diploma or equivalent can be turned away for not being qualified enough to start.
What is already paid for
- WIOA — federal training money through a local workforce board. Every county in the United States is covered by one, it pays the provider directly, and it is not a loan. Ask for the Eligible Training Provider List. CareerOneStop.
- Registered apprenticeships — a wage from the first day, no tuition. apprenticeship.gov.
- Pell grants — do not have to be repaid, and most families who qualify never file. studentaid.gov.
- Employer tuition reimbursement and certification vouchers — a budget already allocated to you and among the least-claimed benefits in American employment.
- VA education benefits — cover certification exams, apprenticeships and non-degree technical training, not only college. Already Cleared has the detail.
