What Virginia carries
8 of Virginia's 133 counties are classified by the USDA as persistent-poverty counties — poverty that has stayed high across decades of measurement rather than in one bad year. 9 are low-education counties. That means a high share of working-age adults have no education beyond high school. Nationally, nearly half of the rural Black poor live in high- or persistent-poverty counties, concentrated in the Mississippi Delta, Appalachia, the Black Belt and the southern border regions. That changes which routes are physically reachable — an HBCU, a community college or a career centre forty miles away is a different institution to one four miles away. What Virginia runs on
Of 133 counties, the most common economic types are government (29), tourism and recreation (14), manufacturing (13). Where the employers are contractors serving the county, schools, hospital districts and federal agencies, the technical work already here is the systems those operations run on — which is a reachable first job and a real one.

- WIOA — federal training money through your local workforce board. Every county is covered. Not a loan. CareerOneStop.
- Registered apprenticeships — a wage from the first day. apprenticeship.gov.
- Employer tuition reimbursement and certification vouchers — among the least-claimed benefits in American employment. Ask in writing.
- HBCU institutional and federal aid — ask the specific school's financial aid office for the net price, not the sticker price.
