What Indiana carries
5 are low-education counties. That means a high share of working-age adults have no education beyond high school. Nationally, nearly half of the rural Black poor live in high- or persistent-poverty counties, concentrated in the Mississippi Delta, Appalachia, the Black Belt and the southern border regions. Of 92 counties, the most common economic types are manufacturing (40), government (8), tourism and recreation (7). Where the employers are suppliers, fabrication and light industrial firms, the technical work already here is the systems those operations run on — which is a reachable first job and a real one.

- Registered apprenticeships — a wage from the first day. apprenticeship.gov.
- Employer tuition reimbursement and certification vouchers — among the least-claimed benefits in American employment. Ask in writing.
- HBCU institutional and federal aid — ask the specific school's financial aid office for the net price, not the sticker price.
