Occupational licensing is state law and it is where a record does the most damage — not because employers will not hire you, but because a board can refuse the licence the job requires. South Dakota decides which convictions matter for which licences and whether a board must consider how long ago it was.

The trades that most often stay open: welding, HVAC, diesel and equipment mechanics, CDL driving, construction, warehousing and manufacturing. Many require certification rather than state licensure, which is a different and easier gate.

What South Dakota runs on

Of 66 counties, the most common economic types are farming (41), government (13), tourism and recreation (4). Agricultural work and the trades around it — diesel mechanics, CDL hauling, irrigation, equipment repair — rarely require a license that a record can block, and the labor shortage is real.

12 South Dakota counties are federally flagged for persistent poverty — those counties carry additional funded program eligibility.

The thing most people do not know

Pell Grant eligibility was restored for people with felony convictions, including those still incarcerated. If you were told years ago that a conviction disqualified you from federal student aid, that information is out of date. File the FAFSA at studentaid.gov — it is free, and a drug conviction no longer blocks eligibility either.

The second thing: the Federal Bonding Program gives an employer a free fidelity bond to cover the risk of hiring you, and the Work Opportunity Tax Credit pays them up to $2,400 for doing it. Both exist to make you the cheaper hire. Most applicants never mention either one.
