The USDA classifies Montgomery County as government-dependent. In practice that means county, schools, hospital districts and federal agencies. This is the hardest local economy for a record, because public employers run background checks and some roles are statutorily barred. It is also where fair-chance hiring rules apply most often — many public employers cannot ask until a conditional offer.

The second thing: the Federal Bonding Program gives an employer a free fidelity bond to cover the risk of hiring you, and the Work Opportunity Tax Credit pays them up to $2,400 for doing it. Both exist to make you the cheaper hire. Most applicants never mention either one.
